I would also suggest using umodel to view some of the assets. All of the uassets are cooked so you can not load them into UE4. I don't think you actually understand how the game works if you believe either of those can function, you would cripple your population growth.
It's very easy to have low numbers of homeless and unemployed it's impossible to have 0 though since births, immigration and education will have people cycle through being homeless and jobless on their way to getting a job and finding a home.
You want to forbid homeless and unemployed? Try actually providing correct amounts of jobs for your citizens education levels and housing close enough to where they need to be that they can afford. (having it on the other side of the island isn't helpful, they would never have time to walk from home to work and actually work)
